With the guy and girl being chased, where the action switches from train to
street to bar etc?

Was this the first ever use of a 'bullet time' effect? It was several years
before the Matrix, IIRC.

Such as? Are you sure you aren't just getting confused with wire work? I've
seen a lot of HK action flicks but don't recall any using 'bullet time'
before the matrix came out.

The earliest example i can think of was an old 'Dairy Milk' advert were they
used it to freeze the image of milk being poured.
